Grande Cause des Territoires: national action plan

Since January 2021, Univers Retail has been a partner in an innovative program that is the "Grande Cause des Territoires" initiated by Make.org*.

Since 2016, Make. org's mission has been to engage citizens in the positive transformation of society.

Before presenting the action plan, let's look back at the major stages of this cause:

Stage 1: Public consultation

From February 01 to March 28, 2021, Make.org has launched a consultation on territoire.make.org to answer the question "How can you improve living conditions in your territory?"

Citizens were able not only to submit their own proposals, but also to vote for the proposals of other citizens.

Stage 2: Consultation results

In April 2021, Make.org unveiled the results of the major national consultation "How to improve living conditions in your territory?".

The consultation attracted : 116,000 participants, 5,200 proposals and 875,000 votes.

Stage 3: National action plan

Following the citizen consultation, Make.org invited citizens and all its partners (associations, elected representatives, companies, institutions, experts, media...) to two days of workshops for reflection and co-construction to transform the priority ideas emerging from the consultation into concrete courses of action.

Until November 2021, these avenues have been qualified and enriched to produce a national plan of 13 actions. They will then be incubated, developed, financed, tested in the field and rolled out nationwide.

Find below the list of actions and their progress:

1. Our resilient territories

This project aims to create "local guilds" (collectives of food stakeholders), to identify missing links and carry out agroecology projects that will enable food resilience to be achieved on a territorial scale. Two pilot Guilds are currently being set up: in Vernon in the Eure region and in Ambérieux in the Rhône region.

2. Relaunching our businesses

This support program, dedicated to future shopkeepers wishing to set up in a town with no shops, is currently under construction.

Make.org hopes to launch a first class of 15 retailers in 2023. Univers Retail is a partner in the project and will participate in the selection of retailers for which Make.org is seeking co-funders. 

3. Rural enterprises for employment

This scheme, which enables jobseekers to join a 12-week collective adventure during which members help each other find a new job, continues to be rolled out across France.

5 new "Entreprises éphémères" are being rolled out between now and the end of the year, including Courbevoie (92) from September 13 to October 27, Condé-en-Normandie from September 20 to October 27 and Antibes from November 7 to December 16.

The project's main recent developments include the transition to the status of "mission company" (scheduled for the end of 2022) and the launch of a new concept of "ephemeral companies" to meet the needs of jobs in short supply, with an initial trial in the public works sector.

4.all committed to fighting isolation

Bip Pop offers a turnkey solution to help local authorities prevent the isolation of the elderly in their areas. Over the past few months, the Make.org Foundation team has put Bip Pop in touch with partners in the solidarity mobility sector (notably ECOV and Atchoum) so that it can offer a solution to facilitate the mobility of the elderly in a given area.

5 Training for our elected representatives

Studio Reset works with elected representatives and technical departments of local authorities to help them better understand the challenges of a low-carbon, impact economy that meets the challenges of tomorrow.

The structure has developed thematic online micro-learning programs. An initial trial with Agences des Pyrénées teams is currently underway, with a view to developing and improving the training program.

6. Democratic quality index

The DemoMeter, a participatory evaluation tool that enables everyone to measure and improve the democratic vitality of their local area, is currently being tested in 11 pilot areas.

7. Both hands (the great school of repair)

Les Deux Mains" trainees

To tackle the shortage of repairers, Les Deux Mains has designed an innovative and inclusive training program for the repair professions, which overturns the codes of the trade. After a year's work, which has enabled Mathilde and Samuel, the project's initiators, to understand the obstacles to current training courses, the first class will start on October 3!

It will train 15 technicians, in partnership with Compagnie du SAV and the Murphy repair company.

8. Reusable packaging for all

With more than 6 billion meals sold every year, the fast-food sector is a major source of waste. Packaging is the second largest source of single-use plastic waste, after bottles.

To help restaurateurs adopt more environmentally-friendly packaging, Make.org is working with the French Ministry of Ecological Transition, ADEME and Citeo to draw up a practical guide listing existing solutions for reducing, recycling and reusing packaging. The guide will be distributed to 10,000 restaurants via partner Just Eat by the end of 2022. 

9. Transport solidarity

15-20% of the population living in sparsely populated areas are in precarious mobility situations: mainly young people, women and the elderly, but also people on incomes too low to own a car or pay for fuel.

In response to this problem, a number of communes in France have developed " transport solidaire", a punctual, low-cost transport service offered to people in need and operated by volunteers.

Make.org is working with Ecov (an ESUS company that operates carpooling services for local communities) to strengthen the transport-solidaire.fr platform and work with local authorities to roll out the system across France

10. Doctors in solidarity

Under the impetus of general practitioner Dr. Martial Jardel and the citizen movement Bouge ton Coq, Médecins Solidaires aims to fill rural medical deserts through a network of volunteer doctors taking turns at health centers for one week a year. The not-for-profit association already has some 30 volunteers, and will open its first center in Ajain (Creuse) on November 1.

11. Repair days

The issues surrounding repair and reuse are of paramount importance today if we are to accelerate the transitions to which our society must commit. Public policies, such as those of ADEME, are making this a top priority.

To democratize this subject and make it a reflex for all citizens, Make.org wants to set up Repair Days, along the same lines as the highly successful Agriculture Days. Make.org is currently meeting with associations and repair experts (Emmaüs France, the Ressourceries/Recycleries network, and the Repair Café network) to organize the first edition of this national event, in October 2023

12. More nature in my neighborhood

The program, supported by the LPO, aims to mobilize residents of priority neighborhoods, to help them discover the nature close to home and to build a program to green their neighborhoods, in the service of biodiversity.

11 pilot districts have been officially approved for the program, surpassing the 10 targeted for 2023. A press kit has been produced for a launch event scheduled for October. A motion video has also been produced by the LPO to present the program, discover it here.

13. A grocery store in my village 

October will once again be #EpicMonth for our sponsor Bouge Ton Coq, which has set itself the target of collecting 50 applications to open participatory grocery stores across France. By 2022, more than 100 grocery stores will be opening in villages without shops, and 200 openings are planned for 2023! 

A campaign will also be launched on Leboncoin to develop a marketing database. The next step? Defining the communications strategy for a fund-raising campaign.
